What Is Trap-Neuter-Return?
Trap-Neuter-Return (TNR) is a humane and effective method for managing community (free-roaming) cat populations. Instead of trapping cats and placing them in shelters where they may be stressed or euthanized, TNR allows cats to live out their lives safely in their outdoor homes.
Through TNR, cats are:
Humanely trapped
Spayed or neutered by a licensed veterinarian
Vaccinated against rabies and other core diseases when available
Ear-tipped (a small, painless removal of the tip of one ear to show the cat has been fixed)
Returned to a safe location or placement
This process stops the cycle of breeding and improves the overall health and stability of cat colonies.
Why TNR Matters
TNR works. Communities across the country have seen significant reductions in stray and feral cat populations using this approach.

Reduces nuisance behaviors such as fighting, spraying, and loud mating noises
Improves cats’ health and lifespan
Stabilizes and gradually reduces colony size
Is proven to be more humane and effective than removal or euthanasia
Our TNR Work at Salsa’s Legacy Rescue
At Salsa’s Legacy Rescue, TNR is an important part of our mission. Many cats are not socialized and cannot safely live indoors, but they still deserve care, safety, and respect.
As of February 2026, we have:
Released 5 Trap-Neuter-Return cats back to their outdoor homes
Each TNR cat we help means fewer kittens born into hardship and fewer cats struggling without care.
What Happens to the Cats?
Whenever possible, cats are returned to their original location after surgery and a short recovery period. However, not all locations are safe.
If a cat is living in an unsafe environment—such as areas with heavy traffic, active threats, or lack of access to food or shelter—we take additional steps to protect them.
In those cases, cats may be:
Relocated to a safer managed colony
Placed with local cat sanctuaries we partner with
We work closely with trusted local cat sanctuaries and caregivers to ensure each cat is placed in the safest possible environment while still respecting their needs as community cats.
Our goal is always the same: reduce suffering, prevent future litters, and give every cat the best quality of life possible.
